Paypal says payment exceeds $2000 limit but it doesn'.

I tried making a $120 payment but It got rejected, and a memo popped up saying, "The amount you're trying to send exceeds your $2,000.00 USD sending limit. Find out how to lift your sending limit and make unlimited payments through PayPal."
Obviously my payment was for much less than $2,000. What gives?

PayPal's way of getting you to verify your account. It does not always make sense. You can always follow up with customer support.

I just had the same issue this morning but it was for a $12.00 purchase and under the limited message it said I only had $3.00 of my $2000.00 limit left on the basic account.
Is that $2000 a total amount you can spend ever on a basic account. So if I have been using my account for a few years now and the purchases have been adding up to that $2000? I thought the limit was on single purchases and not an accumulative amount since I openned my account.
By the time this is fixed I'll miss out on the 1 day promotion I am trying to purchase from.

Ok, so today I get an email from PayPal telling me why my recent purchase was declined. It wasn't a personal email but more of a preloaded e-speech to tell me that I can not spend any more money using my account until I get verified. In a way it confirmed my fear that the Spending Limit of $2000 on the basic account is the Total Amount added up since you openned your account and not a Daily Single Purchase Limit.
You recently tried to pay with PayPal but were declined because you reached your sending limit.
