Pinless transactions forced / Serious fraud

Using Paypal Debit/Credit cards:

What is Paypal doing about the Transactions under $50 that you select "credit" and the merchant forces the transaction to become a pinless debit (rather then sig debit as you choose) ? Thus you lose the 1% rewards paypal pays to signture purchases.

I guess its the LAW now and ALL retailers can do this WITHOUT your permission. Quite a scam if you ask me. What are our Fraud protections in case of a security breach(or theft) of your debit # now that they can use it without a pin!

I think I read that the Banks can choose to "Block" pinless transaction as fraud is very high to the banks?

Why won't Paypal Block these, They obviously are losing ALOT of revenue versa the sig credit revenue.
