Problem with a Payment for Steam

Edit: Nevermind, I used my phone to call Paypal and they told me how to do it. Now let's hope I can fix this problem.

 

I bought a few games on Steam via paypal by value of €10, but since I didn't have enough money, the rest was extracted from my bank account. I mistook it as a theft and asked the resolution center, but it was closed as there wasn't proof that the money was stolen.

 

Now the problem is that the games I bought have been blocked from my library, and Steam told me that it seems like Paypal is holding the money, and unless it's sent back to Steam, I won't get those games back. I'd like to solve this problem because since they're already in my library but I can't access them, so I can't buy them again (Not that I want to spend more money for something I already own).

 

I'd like to ask for the money that I mistook as a theft to be returned to Steam ASAP. Below is the case ID and a copy of the Steam Support threads I opened, since they can't be accessed without an account. I hope this is enough to help me fix this stupid mistake and get my games back.

The purchase of Multiple games has been disputed by PayPal.

The purchased game/item has been locked while the dispute is being investigated by PayPal. There are no options to resolve a dispute once PayPal has closed the case, so we suggest that you contact them immediately or log in to your PayPal account and go to your "Resolution Center" to resolve this dispute.

If the dispute is closed and the funds are released back to Steam, the game/item will be reactivated. However, if PayPal closes the dispute case by "Reversing the Payment", meaning they send the funds for the purchase back to you, the Steam account will be automatically locked and you will be restricted from purchasing, gifting, trading, CD Key activation, and Steam Community access. Additionally, you will lose access to the disputed game/item.

If you are having any issues or technical difficulties with your recent purchase, please close the dispute and reply to this ticket with a full description of the issue so we can assist you directly once the dispute with PayPal has been dropped. We are not able to do anything further with your account while a PayPal dispute is still pending. Please remedy this issue with PayPal so we can continue to resolve any issues with this Steam Account.

It seems that PaypaL already falsely closed the case and reversed the money. If that's the case and the money is being taken from your account, you should immediately resend me a payment notice so that I can initiate a payment again and you can have your money.

I'd like to avoid any more problems caused because of a stupid misunderstanding from my part when I did the payment.

Hello Adrian,

Our standard policy is to have PayPal reverse the chargeback before we reactivate your account. Since this is not an option in your case, I have reactivated your account as a customer service gesture. The chargedback game will remain locked, as we never received funds for that purchase.

Your account is now activated. You will need to repurchase your 10 euros wallet credit with a different payment method. Please let us know when you have done so.

The account may be automatically locked again when the status of the chargeback is updated by PayPal. If the account becomes locked again, please let us know.

Please note, that this is a one time exception to our policy. Any future chargebacks or payment reversals will result in the account being restricted again.

I finally added 10 euros to my Steam Wallet as to pay the debt because of my stupid mistake in Paypal. I'll be awaiting your reply ASAP.

Sorry, just wanted to be sure there's no mistake here, because I don't know if the payment of my debt has been done or is still in process.

I was told that to fix this problem I should add 10 euros to my Steam Wallet, since a few games were taken away until I solved this problem. I still have the money in my Steam Wallet and the games are nowhere to be seen.

Briefing: I'd like to pay the debt with these 10 euros and have my games back in my library.

I hope I managed to make myself clear as to avoid any confusions.

Hello Adrian,

Your purchase is still listing a chargeback from PayPal in our system. You will need to contact PayPal and ask them to close the dispute and return the funds to Steam for your purchase. If you have already contacted them, they may be in the process of sending the funds back to Steam. The process can take some time depending on the specifics involved in the case. To check the status, you need to follow up with PayPal directly. As soon as the chargeback dispute is settled the game will automatically unlock. If this hasn't happened, it means that the chargeback is still pending with PayPal.

Unfortunately, we are unable to accept new purchase for the charged-back transaction. Due to the fact that PayPal has opened a dispute case for this transaction we have no way of determining if subsequent payments are valid or if they will also prove to be disputed. While we understand that your case may be an exception, we do encounter a high level of confirmed fraud cases. We need confirmation from PayPal that the chargeback or dispute was canceled by the account holder and that the funds have been returned to Steam for the purchase to protect us from fraud liability.

We understand that this is an inconvenience, but we hope that you understand the logic of our actions. We appreciate your patience with this issue.

Well, I looked at my account's quarreling and it says that it's been closed and that it doesn't count as "use not authorized". I supposse they should've sent the money back to Steam, but if they didn't, then I don't know what should I do to tell them "hey, this was a mistake. Send the money back to Steam, please".

I contacted Paypal about this issue and explained everything, along with the links of these Steam Support tickets as proof. I hope they will solve this problem quickly so I can stop worrying about any possible repercussions.
