Re $10,000 limit credit card option, is there any charge whatsever for never using it?

Re  $10,000 limit required credit card or bank acct option.

 

Frankly not having to do these options is my overwhelming reason for using paypal in the first place.  Normally Paypal is quick and easy and most importently, anxiety free.  This wrinkle really ups the anxiety (real or imagined does not matter) level.  Why not just add an extra charge as this is clearly profit motivated and makes no sense as security (which is sometimes claimed).  If you're going to give me a security argument, please don't bother.  In the real credit security world, security and credit scores increase as you reach 10k $ without an issue and the idea that not only does it not increase, but just disappears is/seems crazy or at least non-intuitive.

 

So, Re  $10,000 limit required credit card or bank acct option, is there any charge whatsever for never using the credit card?  What is required to be sure it isn't accidentally charged?  I'm guessing it becomes the default so how do I click around it?  Is better to start a separate bank acct with $20 and use that?
