Receiving money in Kazakhstan

Hi Community, i just checked this link. And it says that Kazakhstan now can receive the payments using paypal. Have i get it right? And if it's true what fees used for Kazakhstan. Couldn't find that information. Thanks for helping

Thanks for your question. Yes, Kazakhstan can now receive and withdraw funds. Here are the fees for receiving and withdrawing. You can also see the PayPal User Agreement for more details about fees.

I am from Kazakhstan.

When I tried to recive money from ODesk, I've got  this message:

"Unfortunately, your payment could not be completed and funds were returned to your oDesk account"

"Request money" in PayPal says this:

"Your Account May Only Be Used to Send Money

 As a PayPal Send Only account holder, you are not permitted to receive funds from other PayPal account holders."

My account is Premier  and Verified. What should I do to recive money?

Is this robotic reply all we're going to get on this forum? Is it supposed to be helpful? Why is my account still "send-only" if people in Kazakhstan can supposedly receive money now?

I have the same issue with my VISA card. I wrote to support this msg:

I can not withdraw funds to my VISA card. Although 2 months ago I successfully withdrawal. Now I get a message that I need to add a bank account in the United States. I read this note in the Help Center: "As a result of a decision made by Visa, it is no longer possible to withdraw money from a PayPal account to rechargeable Visa credit cards". If I add the Mastercard issued by bank of Kazakhstan, can I withdraw funds?
