Someone Used My PayPal Credit Account, Claim Denied!

Back on the morning of Oct. 8th while was getting ready for work, I started getting emails from PayPal that were receipt for my purchases. I get a lot of junk and spam email, but these looked legit. So once I got to work, about 20min after the first email, (I got three total) I looked closer at the emails and decided that they were for real. Each email had a link to the eBay description page showing what the person had purchased. Total amount was $380 from my PayPal Credit account. I clicked on the links...
Each one shows the purchase history and the sales history was to the minute that i got the emails. It also shows the userID of the buyer. In my case it was showing "d***d". So this person used my PayPal credit account to make these purchases. I immediately call PayPal and explained all of this. I even explained that the purchase history was not me. To me, this was an open and shut case. My eBay ID did not make the purchases. They said they would open a claim and I would hear from them soon. I also called eBay and told them what had happened. On Friday Oct. 30th, I got a letter from PayPal saying my fraud claim was denied for the following reasons.
No suspicious activity was detected on your account
The information on the account verifies to you.
The disputed purchase/s shipped to your verified address.
Needless to say, I was livid mad! I call PayPal and ask them how on earth was this denied. I was told that they can not tell me steps they took to investigate this. I asked, if the items shipped to my verified address, then what is the tracking number? They tell me that they cannot give me that information. All i can do is file a police report and get a case number and send that paper work/documentation back to them and they will reopen the case.
I did just that... I had a local deputy come to the house that night. I printed the emails and explained all of this to him. I got a case number, filled out the paper work that PayPal sent with the denial letter.
Monday morning I am still mad. I decided to call eBay back. This time, the man i spoke to was much more helpful. He agreed on the phone that there was fraud on my account. He even gave me the full user ID of the buyer. He is registered in Indonesia. The tracking numbers the seller uploaded were bogus. I ask him if can call PayPal or let them know so that my claim will be reopened. He said yes and that they will let PayPal know everything. He had to transfer me to another department. When he does, I hit a total brick wall. This woman would not help me at all. She said since my userID did not make the purchases, there was nothing she could do. She said the only thing I can do is ask PayPal to call eBay and they would tell them. I told her you realize that PayPal is not going to call you. They will not help me any further. She said sorry, nothing more i can do. I give it a try and call PayPal... the girl almost laughed, "Yeah, we aren't calling eBay" She said at this point the only people we will talk to is the police.
So, my point for this story and rant is...
Has anyone had this happen, where your PayPal account was used to pay for things on someone elses eBay account? If so, what did you do and how did it turn out?
Let say for a second, I did make the purchases... I NEVER RECEIVED THEM!!!!! Isn't that enough to get my money back?
I've been an eBay member since July of 1997, PayPal since 2003 ( I think) once this is all settled, I am shutting down both accounts. Neither eBay or PayPal have been easy to deal with during any of these.
Anyway.. what is everyone’s thoughts..

Ok, suppose your paypal account is not hacked (pp claim denied), than that scammer got your correct paypal email/password access for payment at ebay.
.
Did you ever bought something from there (Or pp was hacked), so that they can traceback/hack your pp email/password?
So the scammer didn't access your paypal account to change password/shipping adress?
I supposed you changed your paypal password after discovering above to prevent further payments/access?

Since your fraud claim is denied, choose Item dispute as not received etc. (wasn't sent to your home adress):
Step 1 - Identify issue
Most disputes are the result of simple misunderstandings. It's best to initiate communication with the seller as soon as you recognize a potential problem.
You can open a dispute in the Resolution Center within 45 calendar days of payment. By opening a dispute, you are able to communicate directly with your seller to work out a problem transaction.
If you and your seller are unable to agree on a solution, you must escalate the dispute to a PayPal claim within 20 calendar days of the date the dispute was opened. By escalating to a claim, you would be asking PayPal to review the case and decide the outcome.

In your paypal account the (ebay) payments list history: Completed, should have list the details about each payment:
This does nothing. The hacker used available funds from my PayPal Credit account. It does not show any tracking information or ship to address.

Is PayPal Credit account not linked to PayPal account? PPC haven't same PP buyers payment details/protection and tracking?
It seems when buy from ebay will linked you to Paypal login and than choose PPC payment.
This must be a super hacker than, he needs your date of birth and last 4 SS digits PPC AND your Paypal email/account/password.

Paypal should be able to track your linked/login internet IP address from the hacker's ebay account/ login IP address, is not your PPC login IP adress?,
But their PP conclusion was no suspious activity and goods were sent to your adress?
Do you use the same ebay account email-adress as your PP/PPC account email-adress.

Ebay say there is fraud with/from the hackers ebay account.
Can you contact those sellers (suppose they aren't the hackers?) to refund your PPC payments?

Hey Larry,
What's the status of this? I'm going through the exact same problem. Except mine is linked to Target, Amazon, CardCash and even direct credit transactions to some Dennis Mohammed. The guy even changed the primary email address and phone number.
I go bat **bleep** crazy and call PayPal and file claims, only for them to be denied, all of them! I don't even use the freakin PayPal credit that they offer.
Let me know what the outcome was.

This was finally cleared up. The process however is very flawed. At one point during many phone calls to PayPal, a guy admited to me that every claim is denied and the same canned response letter is sent out. Ultimately, I had to final a police report with my local **bleep** and obtain a case number. Faxed those documents to PayPal and after about 6 weeks I got a letter stating it was approved. PayPal closed my credit account which I had intended on doing anyway. It was a complete mess. I have a couple Citi Bank credit cards that I have seen unauthorized charges on and their website has a link next to each transaction that says "dispute", click on that and within minutes the charges are removed. I am guessing PayPal receives so many false claims that they just gave up. If you go through the hassle of filing a police report they will then take you serious.
