New the this forum, but was wondering..since the "Living Expenses" option under the "Personal Expenses" tab is no longer available when sending money, what category would rent fall under: Goods/Services or Friends/Family?  I live in the U.S.

Goods/Services would work.   (Basically the category is just for your reference.)

So now a fee is charged where before neither party (Landlord or Tenant) was charged any fees under the "Living Expenses" category.  Why the change?

If using the Send Money feature, fees are only charged if a "credit card" is used as the funding source or if the funds are going outside the US.

So why does it say "You (sender) owe no fees.  The fees will be charged to the Seller" (or something to that effect) after a dollar amount has been entered?  Are there no fees for paying living expenses, and if so, how does the transaction distinguish the difference since there is no specific category to choose?  Before, no fees were charged to Sender OR Receiver when a "Living Expense" was sent using a bank account.  Now it appears as though the Receiver of the funds will be charged a fee if using the Goods and Services option.

Check out this FAQ as it explains how and when fees apply:

If you still think things are not as they should be, it's possible something has changed.  You would need to contact customer support with your concerns.   To date, we have not experiened any changes, but that does not mean something happened recently.
