Where's My Target.com Refund?

I made a purchase from Target.com using paypal. Unfortunately, I had to return it and instead of shipping it back, I returned it to a store and they gave me a return receipt. The Target website said my refund has been issued but it's been two weeks, and there's no sign of a refund on either PayPal or my bank account. I've called Target several times and they just tell me to give it more time. What should I do now?

Open a dispute in the resolution centre u have 45 days from payment date
Enter as much detail as u can then escalate as soon as u can

Actually in the U.S now you have up to 180 days to open a dispute.
However did you pay as a guest buyer or via logging in to your paypal account ?
If it was the former then the refund would not show in your paypal account and would go back to your card automatically but takes about a week to process back again.
If that does not apply then yes you can start a dispute but check it out first.
Advice is voluntary.
