Why is Paypal taking Canadian eChecks for "Immediate Payment" on eBay BINs???

I've been using Paypal since it started and eBay since 2000 and I've either been lucky or this is a recent policy. In the last week or so, I've received eChecks for "Buy It Now" eBay listings that have a requirement for "Immediate Payment" through Paypal. I don't remember this happening before but it negates the whole concept of "Immediate Payment" because eChecks take days to clear and the last one is from Canada and promises clearance in 8-10 days. This makes no sense at all so I canceled this last eCheck but eBay wants me to send the buyer an Invoice creating even more confusion as I have now had to send the buyer a request to cancel the auction leaving me at their mercy. I can't relist the Item and I am now probably open to a negative feedback. Please someone explain. BINs cost extra money and I use them for cash flow while I am waiting for other auctions to end and regular payments to come through. What is going on?
