~help~ My credit card was charged about $20 during the verification process

I need help and the Paypal "selfhelp" is absolutely useless.
I understand that I was charged a few dollars for the verification process.
Those were already credited back.
However, around the time ot verification, I noticed that i was charged by the merchant "Paypal Infostar" and it was a bigger amount.
My credit card is in Philippine Peso, but the amount roughly converts to $20 and it was not credited back.
Can someone please explain to me what this charge was for?
Will I ever be reimbursed?

sounds like fraud,did you click on some stupid link ?
you should file a dispute telling paypal you did not make this purchase

Check out Infostar.com. It looks like a site where someone could make purchases and spend money for non-items.
