Can I use PayPal to receive/spend money without a credit card or bank account?

Hey there,

 

I live in Bulgaria and I wanna buy some things from a Bulgarian website via Paypal but I currently don't have a credit card nor a bank account. So, can I do that? I've read on a site that I can, but there are some limitations. Also, I'm selling some stuff online and I wanna receive the money (which is $1000) via Paypal. But, can I? Is there any limit to how much I can receive?

A guy sent me $12 a few months ago but I spent it, right now I have 0,01 USD.

 

I just saw, on the site it says that It requires a credit card to pay via Paypal, so I guess I won't be able to buy stuff from there.

If you have money on your PayPal balance, you should be able to purchase things. However, the payment may not go through since you don't have a card or bank account linked to your account. 

 

As far as I know, there's no limit as to how much money you can receive, but you're probably going to experience payment holds because it's the first time you're receiving a payment for goods and services. The system classifies you as a new seller and places your payments on hold for 21 days. 

 

There are requirements you need to reach for getting your payments released faster, but the requirements depend on what type of hold it is.

On the Summary page, under "More about your account" section, click "See how much I can spend with PayPal" to see your limits.  With Bulgaria accounts, you can only add credit, debit, or prepaid cards or US Bank account.  You can add a local bank debit card so it doesn't have to be credit card though.
