Can't Resolve Negative Balance

Greetings all.

I've been trying to restore my Negative Balance for about an hour now. I am not in the US, or a US citizen.

I had set up my bank account as my primary, and everything has been working well. For some reason, however, recently a transaction brought me into the negative with a -$0.47 balance. No problem. Trying to resolve it with a confirmed credit card, and I get the error message "We're sorry, you don't have permission to complete this action. For more information, contact the person who controls your account permissions." I am the only one on the account, the only one who has ever used the account, and I've had it for over a decade. 

With that problem, I tried adding funds from my bank account, which I've been using to make purchases for over a year. Now I have to wait over a week for the damned thing to finalize. 

Am I doing something wrong, or does PayPal just have the credit card "Add Funds" options in some effort to **bleep** off their users? Anyone else having this problem, or have a resolution? I need to make a purchase today.

You can't add or withdraw funds via a card in Canada, only with a linked bank account.

Transfering funds via echeck takes a while (this is because when you buy things normally paypal credit the seller and paypal take the wait) but if you are adding funds then you take the wait   Smiley Frustrated

 

The quickest way to have done it was to get a mate or family member to 'send' the money to your paypal balance using the friends / family option.

If they 'fund' it via funds in their paypal balance OR a bank account then there is no fee.

I appreciate the reply, and I don't mean to contradict,  but...

I just checked with my credit card company. I had tried several times with a MC to add the balance, and kept getting the error message. My credit card shows multiple debits and refunds of $0.60 Canadian were taken this morning at the same time I was attempting to resolve the issue. So, the credit card DID process, but PayPal refunded it immediately. Is PayPal permitted to process a payment on a credit card without advising the individual that the payment cleared, only to cancel it seconds later?

Oh, and my PayPal account doesn't show any of the transactions. (see below)

What an odd system. I've been using PayPal for years, and I've never had this kind of thing happen before.

  • Once you’ve requested a withdrawal, it can’t be canceled.
  • The minimum you can transfer to a bank account is $15.00 CAD. Depending on your bank, it can take 3-5 business days for the money to appear in your account.
  • Withdrawals are converted to Canadian Dollars.
  • You can’t withdraw money to a debit card, credit card, or prepaid card.

Why then, when I click the link to add funds, are both of my active credit cards listed with a separate link to my bank accounts as a second option? If, according to your links, users are not able to add funds with a credit card, then why the heck do they list it as an option? That's like a grocery store advertising that you can pay with a credit card, only to then have the cashier tell you that you can only use your bank account. Further, why does the error message give the indication that the account owner needs to contact the administrator of their own account instead of saying "You can't add funds with a credit card" from the start? I'm not the only one having these issues (as shown by a Google search) so I know I'm not crazy.

What a stupid system. Time for the Developers to fix a few "known issues" for the sake of customer's sanity.
