Can’t conclude payment despite account being verified

I’ve been trying for TWO days now to complete a PayPal transaction (my first one). I have linked my PayPal to my bank account, verified my bank account AND verified my e mail/account. Yet, when I try to conclude an order somewhere on the internet, a message along the lines of “Unfortunately, your purchase can not be completed at this time Go back to the webshop and choose a different payment method.” appears. I would like to make it clear EVERYTHING is verified. I am from holland (and don’t speak Dutch which makes it very convenient to google translate), and am using direct bank funds to pay for the purchase (I have 0 PayPal credit). Can that be the issue? I was going to transfer money into PayPal with ideal, but I have a feeling I’ll end up loosing this money (and don’t even know if I am transferring it correctly since I google translated everything). Thank you in advance!
