Can't send money with only Prepaid card Linked.

So I recently made and account and am trying to send a F&R payment to a friend. I'm not using a Linked Debit/Credit card but a Vanilla Prepaid Mastercard with a few dollars left on the balance which should add up to be the same thing for remittance. But my payments keep getting declined but it shouldn't matter if I'm sending from my Balance..more Paypal security nonense at work?

There can be various reasons for this type of problem.  If your account is not verified, that could be the main cause.  Another reason has to do with prepaid gift cards.  Even though your card has enough balance to cover the full amount, you may have to register your billing address with the card issuer.  Look for a contact website or phone number on the back of the prepaid gift card to complete the registration process.  Once registered, suggest trying again.

Nono,  its been registered for a long time. I didn't want to link my Debit to my account so I linked a Prepaid with like 2 bucks on it, and am trying to pay with my BALANCE which should have 0 to do with the card. Paypal is the wackest.

I'm so sorry to hear about your recent experience.  Based on the information provided, it sounds like the issue may be with the prepaid debit card you're attempting to use.  Most vanilla cards are no longer compatible with the PayPal system, which could be causing the error messages you've described.  I recommend contacting our customer service teams directly for further assistance.
