Customer says they don’t have account - PayPal notice says funds returned to their account

Hi Can anyone help. We are making a refund to a customer. The refund is recorded as complete our end. The customer has forwarded us an email from PayPal to say their refund is complete and is in their PayPal account. However the customer insists that they do not have a PayPal account. They are understandably annoyed as they can not get to their money and are demanding that we sort it. However I’m not sure what if anything I can do. I have tried to call the customer service line but just get through to automated service and no direct advice. Any help??
