I'm trying to send money to a friend with a paypal account from my paypal account. I get the message:

We're sorry, but we can't send your payment right now.

What does this mean?

Why can't paypal send my payment?

Can I contact someone to find out what's going on?

And I tried several times

What country are you in?

What countries paypal account do you have?

Is your friend in the same country?

What funding sources are you using?

What other funding sources are linked to your paypal account?

What option are you selecting to pay for the item?

Are you using funds in your paypal balance?

Are any funds in your balance in the same currency your friend can accept?

I am sending from a US Paypal 
first I tried sending to a Egyption one but failed so I tried to send to a us one but also failed 
I tried sending in dollars and in Euros

I have balance in my account 
But no credit card linked nor a bank since I don't have either.

Unlikely paypal will let you use funds in your paypal balance without a back up funding source to verify your account.

BUT if they do let you the funds in your balance must be in the same currency that the person you are sending to can receive.

In that case add a card or don't use.

PAYPAL would like a card or bank account added in case something went wrong !
