Goods and Services fees

Is there or does Payapal have a policy addressing a seller passing his Goods and Services fee back onto the seller? I am starting to see more and more Seller's or Vendor's requesting PayPal payments to add an additional percentage fee to their cost because PayPal is charging them a Goods & Services fee for using PayPal as a payment method. I have been using PP for several years now. This charger is for the service and protection PayPal provides them. For a Seller or Vendor to pass this on to the buyer is WRONG. If they do not want to pay this fee PP os charging them they should not offer it as a payment option. This will cause me to use another source to make payment. This leaves them the opportunity to use PayPal as the only option and force tje buyer to pay their fees for them. I am sorry but I for one will not stand still for it. I do not want to abandon PayPal but I can not afford the additional charges in some instances. Best Regards John

If a seller is asking the buyer to pay the seller's fees - it's against PayPal's Policies - this is called a surcharge and it's clearly pointed out in the PayPal User Agreement.    Below is a snippet from the documentation,  look for - Accepting Payments From Buyers for Goods and Services

 

No surcharges

 

You agree that you will not impose a surcharge or any other fee for accepting PayPal as a payment method. You may charge a handling fee in connection with the sale of goods or services as long as the "handling" fee does not operate as a surcharge and is not higher than the handling fee you charge for non-PayPal transactions.    ("Handling fees" -are common in the ticket sales world.) 

 

Note:   Credit card companies have surcharge policies - under certain conditions and depending on the state rules and regulations a merchanct can apply a surcharge to certain type purchases however, the merchant must post a clear policy and disclose the surcharge dollar amount on every receipt.   In addition, disclosures that a merchant outlet assesses a surcharge on credit cardpurchases must be posted at the point-of-entry and point-of-sale. 

 

If someone is using PayPal, they must follow the Terms in the User Agreement.

The simple solution is to not buy from vendors who add a specific surcharge.

 

On the other hand, merchants will include the fee in item sale price.  Either way, you pay the fee.

Paypal fee is no different than credit card fee,retailer should really add it to the asking price and avoid controversy.

retailers are also known to offer 10% discount if you pay cash.

To say Oh hey that's ok. Go right ahead. Forward our fees on to the buyers. That agreement you have with us does not matter. Feel free to breach our sellers fee agreement. Maybe more sellers will do it and make our loyal buying members mad so they might use Google + or one of our competitors seevices with no additional charges added on. No you proposal is not one I will ever use. I am really disappointed a volunteer ADVISOR would think to do that. Let alone offer it as a resolution to a breach in the Paypal / sellers agreement. No thank ewe.
