Has anyone else's Pay After Delivery option disappeared? Does PayPal still offer this option?

I've used Pay After Delivery hundreds of times. Now it's gone. It's been gone for a week. No one knows why, and no one can tell me. It never shows up for any transaction I attempt on eBay. I've called customer service, and they have absolutely no information about why this could be happening. There are no holds, no pending transactions, nothing like that on my account. My bank account is linked, verified, and Pay After Delivery is enabled. I even disabled it and enabled it again, thinking it was a glitch, but nothing.

PayPal customer service always has some canned response like, "some vendors don't accept Pay After Delivery." They don't seem to understand that I've used it hundreds of times, that I've been using it for a long time, and now suddenly it won't show up anymore, for ANY transaction big or small. It doesn't matter if it's a $3.99 DVD or a $200 piece of hardware. Pay After Delivery is simply gone forever.

The payment option just comes and goes.

I have always had the Pay After Delivery optoin, it was very rare that it wouldn't be an option.  I never had an issue with it, the money always came out of my bank account without an issue.  Now, it's completely gone.  I have even tried to purchase things from places like Target's ebay store/ Toys R Us ebay store where I've used PAD before, and it doesn't appear.  I questioned Paypal via the message center many times.  Finally I got this answer, but it doesn't make sense because I haven't had any of these issues:

"It appears that your recent attempts to use Pay After Delivery were not successful as our security system recognized any of the following:

  • Change of device used to access the account (ex. mobile, tablet, laptop, and computer)
  • Change of location from where the funds was sent (ex. Country, State, City, County, etc.)
  • Same IP used for sending and receiving money
  • Change of payment pattern (ex. fluctuating transaction amts, currency change)
  • Previous case (ex. Limitations, Disputes, Chargebacks) 
  • Seller/Receiving Setting (ex. seller's account is limited or locked, enabled risk control setting)
  • Dormant Account (ex. last login was 6 months ago or more)

I understand how these payments are important to you, however to ensure the safety of your account I would suggest that you contact the seller and find another way to complete your payment.

Rest assured that our automated security system is put in place to protect the privacy of your account and to provide a secure online payment method. This helps prevent lost or stolen financial information from being used for unauthorized transactions."

 


Then later I was told this:

"I understand that you contacted us because you want to use Pay After Delivery. No worries, I have made an adjustment on your account, this adjustment will increase the chances of Pay After Delivery to show up as a funding method. Be advised that this is not an assurance. Please clear the cache and cookies of your browser.

It shows that our Internal Security System was triggered, when this transaction was attempted. This will determined the safest funding source and payment for a transaction."

Nothing has worked at all.  I'm not pleased as I liked the assurance that i was going to get the item I purchased and be able to inspect it before money was taken from me.

See, I knew it!  PAD option just comes and goes as it pleases.  People think it's a constant payment method for your choosing, it is not.

I'd search the forums for PAD posts and they have that pattern.  Some can use it for a long while, then suddenly it disappears for a while and comes back.  Totally random-like.

I'm having the same exact problem, I like the pay after delivery option and I've used it hundreds of times. It was always available on all ebay purchases, but it disappeared. I don't even have the option of turning it on or off in profile....my money. There is no pay after delivery option there anymore. I spent about 30 minutes with customer service (the debit card department) they gave me several canned responses like you mentioned, then she finally came back and said the "special products and services" department is having problems with p.a.d. . She said when they get it fixed it will be turned on again.

This has happened to me this month.  I used PAD a lot over Ebay, and now the option just isn't there.  No issues as far as I know on my account.
