How to get a refund for 1099-k income tax. (Made less than $20,000 after refunds)

So PayPal sent a 1099-k to the IRS for over 20,000 in gross payment and 200 transaction for 2017. The problem is, after accounting for refunds, I've only made about 10,000. So I assume I would go about getting this refund through a tax-return form, when the total amount falls below 20,000, would I still be paying income tax for the amount in sales that falls below 20,000?
