How to see if a person has a PayPal account

I am literally going nuts here because I am googling how to see if someone has a PayPal account and despite all the directives it does not follow through. I have logged in and typed PayPal.com/verified/pal=(Persons email address). It simply takes you to PayPal help center. I even found several "tutorials that show you precisely what to do and to no avail...it goes to PP help/ community center. So it seems to me there is no way or rather PP has changed, removed prior means of verification of an existing account. 

I am trying to send a macho and stubborn man money but not sure if he even has a PayPal account. I have his cell number and email account so I was hoping someone, somewhere has a VALID and TANGIBLE solution to my inquiry.

PayPal got rid of that method of checking for registered accounts.

 

You can still send payment to the recipient even if they do not have a registered PayPal email address.  An email address recipient have access to is adequate and the recipient will be emailed a payment notification with instructions to sign up and claim payment.  

 

If the payment status in your account is unclaimed with a cancel link, it means the email address is not registered.  The recipient will have to sign up with that email address and claim the money.  If the payment status is unclimed without a cancel link, it means that the email address is registered with PayPal but have not claimed the payment.  Payment that are not claimed by 30 days are returned to sender.

I beleive when you are preparing the payment,if he has an Paypal account,you will see more information when u type in his email address,try it,you dont have to confirm the payment.
