How to send bulk payments in Canada?

So, of course Mass Pay is not implemented in Canada yet, for PayPal, so I'm stuck trying to find a way to send out 100 micro payments.

I have coded the API implementation for Mass Pay, but that was a waste of time, money and resources.

Is there a way to upload spreadsheets or something to make mass payments?

Did you ever find a solution? I'm in the exact same boat as you with wasted time, money and resources. I am very angry with PayPal customer service, tech support and everything inbetween for sending me around in circles.
