I refunded a payment so the other person could resend the payment

I have been getting paid weekly from a company and have had no problems for 5 weeks now. I had a business account with Paypal and they kept witholding most of my payments/transactions to be reviewed, so I switched back to my personal account to avoid this problem. At the time I had a payment to me for $100.00 that was pending up until December 2nd possibly! So, I called Paypal and they said I could refund the person and they could resend the payment since I had switched accounts. So I did. I've been waiting all day and finally I decided to message the person because they had not resent my payment. They told me their Paypal was messed up and they couldn't send anything. I replied and asked how that is possible, and if so, how would they pay me this coming week?
My specific question is, is it possible for their Paypal account to actually be messed up in some way that they can't send my money to me even thought they are a legitimate business? What can I do?
