You can only add a card in your country and not a bank account.
The only option for a bank account is for U.S ex-pats living or working in your country and they are allowed to add a U.S bank account to other countries paypal account and this is because paypal is a U.S company.
Click on the link below and select the country you want from the drop down list for options available in that country.
