You could try a dispute with PayPal for "not as described", but that would not be an easy resolution in part because you already got a part refund and in part because you would need to return items at your expense. That would have unexpected results.

So you accepted the offer BEFORE you received the items and before they were even shippe, correct? There is nothing to make the seller do anythin after you accepted the resolution.

My guess is PayPal would not help.
Usually one appeals the results of a dispute, but you can't do that since you accepted already.
