I'm sorry to hear that you're having difficulty adding an address to your PayPal account. Was the account created by selecting Saudi Arabia from the available countries? The information on your forum profile shows that the account was created as a United States account. You would not be able to add an address in any country other than the US in the settings of that account. If you do not reside in the US, you will have to close the account that you have created, and create a new account, selecting the correct country of residence.
