Payment declined due to card that I don't have

So this is really just annoying me at this point, anytime I want to make a purchase with PayPal from ANY website, it tells me I need to add a card to the account. It doesn't matter that I have more than enough in my balance to pay for the item. Also, then friends try and request money, and I try to pay it, it tells me I was declined by my card. I don't even have a card or bank added to my account so I don't understand why this happens in the first place. I tried calling support twice, the first lady "refreshed my account," which did nothing at all. So I called again later and was given a bs answer that it was because I may not be in my usual location. Right now I'm at the point where I don't even want to have anything to do with PayPal anymore, I mean what the point of having money in my balance if I can't spend it?

You need to add a credit card and/or a bank account to your PayPal account if you want to continue to send payments or make purchases.

I have already tried that, once I add it and try to check out, it forces my to use my card and not my balance on the PayPal account.

For some reason there is too much risk with your PayPal balance.  No way of knowing without analyzing your past PayPal trasactions and disputes.

PayPal never discloses specific risk or security rationale.  This is also for security so users don't use the informatin to circumvent risk controls.

So long story short, I'll never be told why I can't use my balance, and I'm stuck with my money on my account.

You'll never be told, but you can do your own investigation about all of your PayPal activities and make some pretty good assmptions about the risk of each.

All the transactions I've done are with people I know personally, I don't understand why normal transactions get my account limited to the point where I can use it.

You need to look at the details of each and every one of your transactions including such things good/servicies, friends/family, friends/family for good services.  You also need to look at sendng money and figure the final destination.  You need to look at the real source of all funds coming in.  For goods servicies you need to look at your shipping and tracking record.  You need to consider the value of services and transfers.  When you've done all that then come of with your own deeper and broader investigation.
