How do you know for a fact that the email notice was from PayPal?
Were there any instructions in the email?
Were you expecting to receive money?
Did you sell something?

Seems like a scam to me. Tha'ts why you have no money. PayPay does not require a seller to send payment notification for release of funds; that's what scammers do.
You need to make sure you never send any goods until the money shows up in your PayPal account.
What was the REAL email address of the payment notification, not the spoofed address.
Of course it had all the right information because you provided this person with that information; that's how scams work.

The email says it's from PayPal it says <removed> those quotations are there in the email

Check the expanded header information of the email to see the real origination point.
Scammers are good at spoofing an email address so you see what looks like a valid email address which hide the real one.

As long as you didn't ship anything, then nothing to be concerned about. The sender will take care of the issue.
