Payment processing error

Hi everyone, my PayPal is already verified. When I place an order from an online retailer website, after filling in my PayPal account's information (all are correct) there's is an error: We are unable to validate your information. Please try again.

I use Google Chrome and has deleted all cookies/history before placing the order.

I've contacted PayPal and the customer service of the website I'm buying from, but none of them can help me to solve this problem. Anyone had this same error and fixed it successfully? Please help me! Thank you very much!!

What are YOUR details?  What bank account?  What credit cards?  What address?  

What web site?

Why not just a phone call to PayPal customer service?
