To answer your question, yes, PayPal cant take your money and put your account into negative. You acocunt would then be limited and, if you don't fund the account, it will be sold to a collection agency for recovry.
So, what really happened?

Yes i am a web developer and i was developing a script for someone since two months at the end i delivered the item to it and he said thanks then after around 15-30 minutes i receive a charge back case from paypal opened by him...
Even after product delivered he wanted to take the money and run away....
I managed and removed my credit card from the account.
But am i safe from that scammer now ?
Can he still take the money and after credit card is no more linked at the account ?
What happens if the balance remains negative and i dont agree to refund that scammer ?

Is this what happened?
Someone paid you for a service; you delivered the service.
Now the customer filed a dispute with PayPal. What was the dispute?

Well, you have no documented proof of delivery, so you will loose the case.
PayPal requires online tracking number to show delivery.
There is no seller protection for virtual sales.
With services you need a binding enforceable contract with the customer--enforced outside of PayPal.
In your case you are responsible for the refund and also the $20 chargeback fee. You will not be able to use your PayPal account until you settle the debt.
In future it's best to no not use PayPal for virtual sale. Also, if you settle a case before the dispute closes you can avoid the $20 chargeback fee.
And, always keep funds in your PayPal account sufficient to cover the most recent sale, just in case of a dispute. It's good financial management.

Generally, PayPal will not force a recovery from your backup funding source to cover a debt in your PayPal account.
The debt itself is a serious matter and you risk losing your PayPal accoun if you don't fund it. Debt collectors WILL find you and collect the debt.

Well, just a typo. Corrected to DEBT.
Sometimes a little typo can alter the meaning drastically. 🙂
