Paypal enforcing a refund but it is wrong?

A buyer purchased an expensive collectors item from me on Ebay ($1600) - it was sold as NWOT. I also purchased it from Ebay NWOT. This was a clothing item and it didn't fit me. It arrived to me in perfect condition and hung in my closet until I resold it. I sold it as "no return accepted".
The buyer messaged me with an hour of receiving it (looked at tracking info) and said it didn't fit and asked if she could return it. I said no - I don't accept returns. I shipped it to her with free shipping - cost me $50 with packaging, insurance, etc.
A week later she messaged me and said I have examined it further and I don't think this is NWOT so I'm going to claim this didn't meet the listing description. This item is PERFECT. Never worn - packaged perfectly, etc. She is simply stating this because I wouldn't accept the refund.
She then filed a claim with Paypal. I phoned both Ebay and Paypal and both stated on the phone that she could not return it as her motivation here was obvious. I just got the emailed decision from Paypal and they ARE forcing me to accept the refund. How can they do that? I am in WA state - after 3 days all sales are final as per the "cooling off" law. I have already spent the $1600 elsewhere so I don't have it to return to her - and also I will be out the $50 I spent to send it to her. How do I appeal?

In the event of an item received but not as described dispute it is one persons word against anothers, so paypal 'tend' to find in favour of the buyer BUT the buyer has to return the item back to you (trackable to prove delivery) before you have to refund.
Your 'no returns' policy only covers buyer remorse, if she files SNAD then paypals policy unfortunately trumps yours.

What time frame does she have though? Certainly Paypal would agree that she looked this over when she first tried it on - so to wait a week and then claim this speaks to the untruth of it?

A buyer has up to 180 days to open a paypal dispute.

Yes - I was aware that they could open a dispute for up to 180 days as in my mind that covers something mechanical that doesn't stand up, etc. but I am surprised that Paypal is agreeing with her this issue.

As i said they never see the item so if the buyer says it was misdescribed they give her the benefit of the doubt.
