Paypal seems to have massively overcharged my bank account

Can anyone help - I made an online purchase on a UK website for a little over 30£. The transaction shows up on Paypal correctly - the right amount, with the right currency exchange into Euros. But the amount debited from my bank account is over €200.
I don't understand how this can happen?
Paypal says contact the vendor - but I don't see how the vendor can have done this if the amount shown on my Paypal account is correct. All looks fine until my bank account shows €213 paid to Paypal. It is definitely not a different transaction, I have not made another purchase with that amount.
Has this happened to anyone?
I have tried to report it via the Paypal online system, but it keeps telling me there is a technical error. I have sent an email and got no reply.

Hello, beautiful_day. Thanks for taking the time to post your concern here in the Community! That's definitely a serious discrepancy, and I will do my best to point you in the right direction to find the best information available.
Have you had an opportunity to check the full Transaction Details in your Activity? To display the Details Page, click on a transaction when you're logged on to your PayPal account. The Details Page should show any fees for such things as currency conversions or cross-border payments. However, for a difference of 30£ and over €200, it doesn't seem likely that fees could account for that.
Is it possible there was a different transaction in your PayPal account that might be associated with the €200 debit in your bank account. Because of the different systems, dates listed on PayPal transactions often do not match up with dates on a bank statement.
I'm sorry there's been a problem submitting an online report and for the lack of response to your email. If further investigation in your Activity and research of the Details Page(s) for possible matching transactions fails to produce any meaningful information, my best suggestion is to give Customer Service a call so a Representative could look over things to find out what's what.
