can we transfer our paypal balance to payeer.com? 

I would like to know how can I linking the mastercard payeer with paypal ??

Just add your Payeer MasterCard to the PayPal Wallet and do the steps to validate the card. Since Payeer in country of Georgia, I presume your PayPal is Georgia account and you can only withdraw to card.  Once you add your card and it is validated, you should be able to withdraw to your Payeer card unless PayPal do not allow withdraws to Payeer for whatever reason.
