Purchase dispute has locked account

I disputed a purchase a few weeks ago because my purchase pulled from an old bank account that I had on file that I dont use anymore and I didnt intend for it to. This has since locked my account so that I cannot make purchases. I have uploaded and answered all the security quesitons needed in the "resolution center".
I have a seller requesting funds from me and I cannot send them through my paypal. I was going open another paypal with my icloud.com email address but, it wont let me add my debit card information because its saved on the account that is locked ( and it will not let me delete because of the security lock). How long do I have to wait until I can use my paypal again? The seller is going to get upset if I dont pay them soon. Thanks

How long ago did you upload the requested documentation in the resolution center? It generally doesn't take very long (maybe a couple of days) for them to get those things opened back up assuming the documentation provided is sufficient.
I would just let the seller know that your PayPal account was placed in limited status so they could verify your identity (which is a common thing) and that you'll get the payment completed as soon as this is resolved. If they're a reputable seller they shouldn't have any issue with this as long as you're communicating with them.
