Refund from service company?

I used PayPal to purchase a service from a company that advertized quality results for a complete background check. After paying for the initial fees for subscription membership and a report, I found that the report was not only inaccurate but was not up to date, more than two years behind. Then, wanted a fee to be able to download the report in PDF format. Then, wanted an additional fee for more detailed information if I upgraded to a premium account, which I paid. The premium account gave piles of information about neighbors and friends of the person I was getting a background check on, of which I couldn't verify. Then, was plagued with pop-ups stating "new information is available", for a fee of course, every 5 minutes. With all the severe inaccuracies, not being up to date and misleading pop-ups, I became suspicious. I did a review search on this company and found a huge, negative, feedback. People were calling this company a SCAM. I immediately cancelled my subscription, notified PayPal to make no further payments to this company.
How do I know the facts about inaccuracies in this companies information? The requested background check was on my daughter of 31 years.
My question is, can I get a refund from this company through PayPal for not getting the service they advertised? I didn't get what I paid for.

I think your best option is to file for non-receipt. There is no online tracking to show delivery. It's not a sure thing, however, as the seller may be able to provide sufficient information to win; PayPal will look at some services and accept certain non-tracking proof from seller.
A not as described case would be more difficult as you would not be able to return any goods by the very nature of the service.
Someone else may have a different suggestion.

I'm not sure how to file for non-receipt. I understand what your saying about no online tracking. I did report to that company the inaccuracies and not being up to date but never got a response to it. I feel that any further efforts to resolve this issue is futile. I did post on various forums concerning the events that happened, to warn other people about this company. Since this incident, I payed a little more and hired a local PI. With the PI, I got the results I wanted.
