Refund not received from Dell. Any Suggestions?

November 21 2016.

I purchased laptop from Dell website using PayPal payment method.

I changed my mind and canceled order. (Reasons: needed to pay bills and a was not in a hurry to get a laptop.)

Later in the day, I got an e-mail saying my order was shipped. The cancellation failed.
I decided to return the laptop.

 

December 15, 2016.

Dell received the laptop I returned. I received an e-mail saying I will be credited with the refund within 30 days. 

 

January 21, 2017.

I have not received a refund to my PayPal nor my bank account yet.

I contacted Dell multiple times throughout the week and they said the refund had already been applied.

A Dell agent sent me an e-mail claiming a refund was made to my PayPal account on December 17, 2016. He also attached a snippet basically saying things like order number, invoice number, credit memo number, refund amount, and date.

 

PayPal only has disputes/claims for items not received or items received not as described. The other being unauthorized transactions. Nothing for nonreceived payments/refunds.

 

Through phone calls, a PayPal agent created an escalated claim for me but it says it is for non-receipt/item not received. I did receive the item and then I returned it. It is the refund that I have not received. I am worrying this case would just be closed down.

 

What do I have to do to get my refund? I am a broke college student and it really matters whether I have this fund or not.

2 sugestion:

Review Dell policies for returns and then make a phone call to Dell customer service and talk to someone.

 

Next:  Make another phone call to PayPal customer service an explain the situtation.  If that doesn't work, then make another phone call to PayPal customer service and explain the situtation again ask for someone to actually look at your account details.

Did you use your credit card?

If so,it goes back to your credit card,it could take 30 days.

Now,you are not the first or last who has this problem,I suspect the problem is with Paypal.

See using Paypal is not like using your credit card,with a credit card,you have a unique number assigned by the credit card issuer,but with Paypal ,paypal has a unique number assigned,we are just sub accounts within Paypal,to issue you a refund means issuing Paypal a refund,what did Paypal do with these refunds,sometimes things just dont go well?
