Who is Safe cart and why does my bank show a pending payment to them through PayPal?

Did you buy some digital goods recently? Safe cart is an Internet shopping cart used by digital goods merchants to use on their websites for Internet users to purchase digital goods.

No, I have not. The last item purchased was over a year ago. Maybe I can get with my bank and put a stop to it.

You may also want to go into your Payment settings too to see if there are any subscription/automatic payments scheduled you don't recognize and deactivate/cancel them.

This just happened to me as well.
AMEX is refundingthe charges.
A quick search will inform that safecart is a fraud.
Pay pal does not seem too curious about this.
Call yopu credit card company, cancel the charge and block them.

I recently received an email from safecart advising me they will be charging my account "subscription" for $19.97. I do not remember anything to do with safecart. They were supposed to send me an email with a new password, since I have no clue what password I supposedly used, but never did. I spent an hour searching Paypal since they mentioned they are associated with a paypal purchase. (See Below)

After searching PayPal for an hour, checking my "subscription payments" and finding nothing to do with safecart, I finally got up the nerve to click on safecarts UNSUBSCRIBE button. It took me to their website with my information on it (and I still have not received a password) and I clicked on UNSUBSCRIBE. It now shows I am unsubscribed from the subscription I don't remember subscribing to. TRY IT IF YOU RECEIVE AN EMAL FROM THEM!!! GOOD LUCK!!!

Do you remember using or trying out My Turbo PC software to to repairs errors, speed and optimizes Windows PCs? That is how you may have hooked up to a subscription inadvertently. Like how others get hooked up to Digital River because of some computer virus, spy ware, malware utilities they used or tried out.
