Send money to an e-mail adress without a paypal account.

So my dad has the following situation which I don't know the answer to as well:

 

He wanted to make a reservation for a camping place in the netherlands, but he managed (he's not the greatest at computer stuff) to send the required money to the e-mail adress of the owners of the camping place. The problem is that these people don't have paypal as a payment option. They got the e-mail by paypal which explains to them that they have to open an account if they want to transfer it to their bank account, but they are unfamiliair with paypal as well and don't really want a paypal account. Although it seems like there is a name attached to the paypal account now, if I look in my dad's payment history, which suggests they might actually activated their account, which might further complicate things (but i'm not sure how this works)

 

My question is: Is it possible for my dad to somehow get his money back without involving the camping place owners? The transaction is not formally attached to a 'payment', so it would seem it would be classified as a personal/private transaction. If we cannot, what is the best course of action?

In that case they must have that email address linked to a paypal account or it would have shown as unclaimed.

If you sent it via goods / services then if they don't use the refund option you can file a dispute for non-receipt of 'service'.

What does it say next to the transaction in your dads paypal account.

 

1. Send / completed.

2. Pending / unclaimed.

3. Pending / unclaimed with a cancel option.
