Ghana is not in the pull-down list of countries. Is there any way around this so I can send money to a friend in Ghana?

Yes but not using paypal.
Look into western union or moneygram if they are really friends and you are not paying for goods.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
