Sending funds from PAyPAL US to PayPal Philippines

I am having trouble linking my Philippine Bank account to PAyPal US. Customer Support said that I need to create a new Account in Philippines. I ask them if it is possible to transfer my funds to new account. They said yes. So now I have two paypal accounts. One is in US. I have dollars in US account. In US, my EON Card (VISA) is linked. The other one account is Philippines Account. I linked my Union Bank account to Philippines. There is no funds in that account. Only the P200 deposited for linking into PAyPAl. 

So I would like to send money from US account to Philippines Account. When I trying this, system rported an error "We can’t send your payment right now. If you keep running into this issue, please contact PayPal." 

What is the problem? How can I send money so that I can withdraw using my Philippine Bank Account?

Are you sending dollars to your Phillipine paypal account?

If so then have you added dollars as a receiving currency to that account?

How to set dollar as receiving currency? Or can I send PHP from US account to PHP Philippines Account?

Click PayPal Balance > on the Summary page, then click Manage Currencies.

I already exchanged currencies and I already tried to transfer money again but it didn't go successfully again. It says that something went wrong. What should I do?
