It seems that paypal is not allowing sending money to friends and family in Israel. Why?

Assuming you have a US PayPal account, you should be able to send funds. Is your PayPal account "verified" ??

I have been usung PayPal successfully for years. Does that mean my account is verified? If not, i don't know what that means.

I just looked. Yes my account is verified. When I tried to send money internationally, i had to choose a country. Israel was not on the list.

Capabilities of a PayPal account may vary depending on country. Accounts in Israel may receive payments for goods or services, but not friends and family payments.

I could do "friends and family payments" before, but now it doesn´t work anymore. Why?

Yes, you're right. I can send funds for "goods and services" to Israel, but cannot send funds to "family and friends". I CAN (at least their countries are included in the "drop down" country menu) send funds to "family and friends" in such countries as Saudi Arabia, Qatar, Algeria, Bahrain, China, Egypt, Russia, and Vietnam (as a small sample). So why? i.e. what's the deal? about not providing the same service to Israel? Why not? Thanks for your expected reply.

Great questions!
PayPal account capabilities vary between countries based on many factors, including the different requirements for payment processors in each country or region.
I regret that we are unable to give any guidance regarding the tax requirements for any specific country or region. We also wouldn't have any way to know whether or not an individual is compliant with those requirements.

Might I assume that the person receiving the money in Israel is reporting that money as taxable income in Israel?
