Sending money to a Mexican Paypal Account.

I am trying to send money to my sister from my US Paypal account to her Mexican Paypal account, and I am not having any success. Anyone knows why and what is the best way to do this?

When I try to do user, it does not allow me and ask me to reach customer service. when I go international it only gives me the option of a bank or other services.

Is there some sort of block to send individual Paypal members in Mexico?

2. If you are sending USD then is her paypal account set up to receive USD payments?

3. What funding source are you using?

1. What currency are you sending? US dollars but the app is converting to Mexican Pesos. 

2. If you are sending USD then is her paypal account set up to receive USD payments? I am not sure, but does it matter if the PayPal is converting to Mexican Pesos?

3. What funding source are you using? Credit Card

4. What other funding sources do you have linked? I believe just Credit Card.
