Sending money to a person in Colombia

If I want to send money from my US bank account to a person in Colombia, can I do that?
And since you do not convert dollars to Colombian pesos (COP), my recipient will receive dollars. How will they convert that to their currency (COP)?

Accounts in that country can receive paypal payments.
However they can't 'withdraw' those funds, they would have to spend them from their paypal balance.
IF COP is not supported by paypal then they would have to use the USD with sellers that accept it.
Advice is voluntary.
