Can I send some cash to a person without an account in Norway? I have their gmail address and understand they will have to set up an account to receive it; but they've no bank account or CC. Can they still receive the money and use it as PayPal cash/credit?
Usually a first time transction goes through OK however, should PayPal decide to hold the funds, they can hold the money for up to 21 days. Note, the new account will have limits on sending, receiving and withdraws until they verifiy their account.
