Transfer to Chile

Hey,

I want to transfer some money to my boyfriend in Chile with PayPal. I send him some money but he can't transfer it to his credit card or to his bank account because he hasn't a EE. UU. account. How can he transfer the money to his accounts/cards? Is this possible?
