Unable to Deposit from paypal to merchant site (Virwox)

Hi i can't deposit from my paypal to the merchant website and i keep getting this error message

"Sorry, we can’t complete your purchase at this time

Please return to the merchant and choose another way to pay."

i tried every possible way , i contacted the paypal support and asked the merchant to send an invoice but they don't work with invoices

how can i get ride of this problem ?
