Venezuelan user, I can't send money

I live in venezuela and few days ago I realize that I can't send money to anyone, I can buy stuffs that has paypal support but I cant send money to someone else, when I go to the "SEND & REQUEST PAYMENTS" All I have is this

There's no "Send money to a friend " button

Now, my paypal account is registered with my nacionality (venezuela) I also checked the whithdrawl limit page

Also as you can see my account is Unverified, and link it with a credit card is really complicated in my country.

I don't know if this has something to do with my country, like If I get a differernt result if I was in USA.

I need to at least have this clarified and tell me what to do.

I am afraid you cant withdraw unless you have a credit card linked .

you can send paypal payment to others using goods and services and have them remit to you in Venezuela,IF YOU TRUST THIS PERSON
