Why am I forced to refund shipping on item sent and buyers remorse?

An eBay buyer changed her mind about an item she bid on and sent it automatically back to me even though I do not accept returns. There was nothing wrong with the item. I had no issue with it as I can resell the item, get but now I am not given an option by PayPal to not return the shipping cost. She paid $33 for the item and $11 in shipping. I only made $33 on the item, I used the $11 for shipping, as shipping was not included. Why do I have to refund the client the $11? If I did that 10 times a month due to buyers remorse, I'd be short over a hundred dollars monthly. This money is coming out of my pocket and this is unfair. How can I refund her just the $33?
