My trash company is now accepting payments through PayPal, BUT they are wanting us to send money through friends and family. Since this is for services, shouldn't the payment be sent as such. I suspect that they are trying to get out of paying the PayPal fees. Should I use PayPal to pay them?

A friends / family (or gift payment) is intended as a transfer of funds from family or friends to one another. For this reason, there is no processing fee when payment is made with bank or PayPal balance.
However as it is a “gift” payment, there is also no Buyer protection as no goods or services should have been exchanged.
As you say sellers ask for it to evade paypal fees.
You and THAT COMPANY also risk having your account limited for using this option when you are purchasing goods or services as Paypal don't like folks evading paying them their fees
Advice is voluntary.
Kudos / Solution appreciated.
