tried to pay for something on ebay like normal. i have a credit card linked to my paypal account that i always use to pay for items. was trying to check out this time and it brought me to the paypal website to pay for the item. i tried twice to make payment and got this error. "

Wondering what is going on. Is it trying to pay for the item with my paypal balance or thru my credit card that is link to account??
