how to sign up for a US paypal even if I'm from the Philippines

is it possible for me to sign up a US paypal account when I'm residing in the Philippines?

I have a Phil Paypal account and linked my globe gcash card but I have learned that only US paypal account can transfer money to globe gcash card.

Paypal is country specific so you have to have a paypal account in your own country and add an address / phone number / and bank accounts from within that country.

If you want a U. S. PayPal account, it will be a difficult process:  Move to the U. S.

Is the gcash card a visa or mastercard networked card?  You can withdrawl to credit, debit, or prepaid card in PH.
